87 evenrude power tilt popping but works

got an 87 evenrude power tilt and trim its making a loud popping sound going up and down ,when i trim up it goes all the way up but when i trim down it will go about 4 inchs popping and stops.if you hold the trim down it will evintuly catch up and go down,i have taken both plugs out to drain and fluid came out but motor never fell down..dont know if it is suppose to or not i would think it would ...any help really app thanks ..if anyone can shed some light.that would be nice....im thinking a new cylinder but dont know

That type prroblem is usually caused by the main center tilt cylinder piston scuffing inside the cylinder, and it always sticks like that in the down mode, never the up mode. Your line of thought is correct. You should be able to pick up a good used one somewhere.
