Propeller shaft spinning when in neutral

My starboard inboard prop shaft spins about 40 r.p.m. when in neutral while the port side does not. Could this be a sign of something going bad?

It's usually normal "Out of the Water" with no load against the prop. If this happens in the water, you have a tranny problem.

This is in the water. If I shut down both engines, the starboard (bad side)shaft is hard to turn by hand, but you can, where as the port side turns quiet easy. Any suggestions where to look for a problem first?

It is a 1989 Borg Warner Velvet Drive Model 10-17-006 , 1.52 : 1 Ratio
attached to a 5.7 Mercruiser

The problem is in the tranny, most likely a warpped clutch plate.
