88 model 60 hp rude sluggish

I have had the cab. cleaned the fuel pump changed new plugs.
When coming out of the hole I have to hit the choke 2 to 3 times to get it up.
At top end it is not fully open I can hit the choke and it will speed up for just a little and slow back down.
What do I need to look at next? How do I check for the carb. to be right with out pulling them again?
The compression is around 125 per cyl.

have you check spark on all cylinders? who did the carb cleaning, did they use a rebuild kits? no way to check carbs with out opening them. when was the last link n sinc done?

Sounds like the jets/orifices in the carb were overlooked, and they still contain crud/varnish.

Pull the carbs and bath/rebuild fully. Check out the thread in the FAQ regarding Carb Cleaning by Tashasdaddy.
