Crownline prop question

96 crownline 225BR with a 5.7 Volvo Penta, SX cobra outdrive. The prop is a stainless steel 14 3/4 X 19. I'm new to setting up boats and was told 4500 rpm with throttle wide open should put me at 45 mph with an average load. I'm having some trim trouble as well so triming the boat out has been tricky to say the least. I've got it close to trimmed before the trim shut down and was only able to get 4000 rpms and 39mph. Will fixing the trim get me to 4500 and 45 mph like I was expecting or is this prop wrong or do I have other issues. Anyone with knowledge of this setup please advise what I should be looking at RPM w/ WOT with this prop.

Yes, having it trimmed down too far will cause the boat to plow and will lower the WOT rpm. All you have to do is adjust the trim limit switch on the starboard side of the drive to the proper adjustment, or use the trailer button to trim it up a bit more till you get highest WOT rpm and speed.
Trim is a dynamic adjustment and will need to be changed constantly, it's not something you adjust till the needle hits a certain spot on the gauge, boat weight, loading, weather, and waves all contribute to how the trim should be set.
