40 hp not shutting off when key is turned

I have a 1967 Johnson 40hp electromatic with generator. The problem is when the key is turned off the engine stays running, I have checked my ground wire to find it disconnected fixed that problem but engine still stays running is there something else that needs to be looked at or replaced.

the key switch may be bad. I think that motor still had a magneto. If it does there should be two black wires going to the key switch to terminals marked "M" when the switch is off it connects these two terminals grounding the points together killing the motor. If the switch is not bad check the black wires going back to the ignition for a break.

I may have found the reason one of my "M" terminals has a closed circuit all the time and the other has a closed terminal when the key is off and a open when key is on.
