'89 Johnson 88 SPL running hot

Thanks in advance for your help. I have replaced everything. Impeller, housing, gasket, water deflectors in block, new head gaskets, checked and cleaned cover passageways. Still runs hot. If I remove hoses from each cylinder and just let the water flow, engine runs cool consistent temp.. Flushed inside thermostat area. the left side seems to go into the exhaust, while the right side seems to go to the tell tale hose. Any ideas? I am really anxious to get my girls out on the water to do some fishing.

yes. Brand new. Same issues occured with old ones. tested both sets to see if opening in hot water and they all work.

If I removed the exhaust cover could I see if there is a clog slowing flow into exhaust?
