running rich

I have a Yamaha 9.9hp 2002 high thrust. I have cleaned the carb 3x and it is still running rich. Is the choke selinoid fused? It seems like the choke is on all the time.

If the choke is on all the time I would at least temporarily disconnect it (the linkage) and see what happens.

Other possibilities are too high float setting, leaky float valve seat.
