1993 Johnson 70 hp water deflectors

Can anyone tell me if this motor has deflectors and exactly where they should be located. I pulled the head off and didn't see anything. The motor is overheating before the thermostat opens. good stream but don't know if the cooling system is bleeding pressure off somewhere else.

boil some water and drop the t-stat in, see if it opens. It may be bad. I checked the brp parts catalog for water deflectors for that engine, it didn't list any.
