1978 9.8 merc won't troll

i hope someone can help me. i have cleaned the carb , bought a new fuel line and bulb, new gas and changed gas tanks and still can not get my 9.8 merc o/b to run at trolling speed. it runs great full speed but dies when in slow mode . any suggestions would be appreciated.

Did you clean out the idle pickup tube when installing the kit, also a high float level will let them start very easily but can cause flooding at idle.

not sure what the idle pickup tube is ? also the motor seems to idle in neutral ok ,it is when i'm in forward that it wants to stall.

That is normally a lean conition and could be a lean adjustment or the idle tube is clogged its item #17
