Are you choking the motor when trying to start it? On some models you push the key in while cranking. Since you've checked all the things you need for combustion, maybe this is your culprit. Unless your timing is off...

Go to the Engine FAQs Forum snakedoc. Do "Outboard won't start".

Let us know what you find..

you should check your kill switch, if it is engaged it will not let any spark to the motor. that was my problem, mine was located right under the forward and reverse lever i had to pull mine out and wedge small piece of wood to hold it in place. if that doesn't work check motor for spark. good luck.

I had a similar problem with mine a while back and upon inspection I found out that the choke was not adjusted correctly and was not closing all the way. These motors need a good siphon to get the flow of gas started, and once I got it to close all the way, it fired right up. I am no expert, but maybe this helps.
