Water Pump Impeller- Stuck Shifter

Hello All:
Mercruiser 4.3 liter Alpha One Gen 2 Drive.
Ran well before I started to replace water pump impeller.

I have removed the lower outdrive to install a new impeller. I have installed a new bearing carrier and water pump gaskets, and am at the stage where the impeller will go back in the housing.
The shift shaft will only go to port and back to neutral, it will not go to starboard. It feels like the shift shaft is not properly connected where the shift cam moves the forward and reverse gears.
I placed the throttle in the foward position pior to removal but may have inadvertenly moved only the throttle and not the gear! (placed throttle in fast idle)!!!

I would very much appreciate if you could advise me on how I check to see if only the throttle was moved or throttle + shifter. If you could tell me how to get the shifter shaft to engage the gears that would be FANTASTIC.

If you look at the shift shaft on the drive, when facing forward, that is forward gear, when turned to the left (CCW) about 45? is reverse. Halfway between that is neutral. Just a small amount of movement. The shift shaft never should go past straight forward to the right side. If it does, something is wrong.
Follow the instructions in the OEM service manual and you can't go wrong.
