95 40 hp won't start

I took it out the other day and it ran about 6 m.p.h. slower than normal and when I returned to put on the trailer it would not start. I am getting fuel and fire. I replaced the plugs, rebuilt the carbs and fuel pump. two years ago I replaced the timer base, stator and powerpack. any ideas?

Its best to start with compression,
then spark test with a 7/16th gap, not a spark plug gap.
Then move on to fuel delivery.

how long had the motor sat before this use? old gas? again start with compression and spark test. is the vro pump still working, and connected?
