I have recently aquired an old 2hp johnson from 1978.
i have replaced the coil - engine starts fine but the revs "surge" up and down without moving the throttle.
i have taken the carb off and cleaned it and re gapped the points.
any idea what may be causing this problem?

Lack of fuel flow from the tank due to clogged filter or vent??? You are running it on a boat, right? Expect surging if you are running it in a barrel.

I have replaced the fuel line and cleaned the tank at the same time. i'll check them again at the weekend though.
I didnt replace the carburettor gasket when i put everything back together - could this be affecting the engine?
i have been running the motor in a small tank in the garage - didnt think was critical!

I have checked the fuel line, tank and carburettor again - they all appear to be in good condition. before i order the carb kit i want to make sure that it isnt any thing to do with replacing the coil and adjusting the points. Could this affect the smooth running of the engine? at first i was getting an electric shock from the throttle slider/recoil starter - i noticed a cable coming from the underside of the stator which was unconnected - i have attached this to the engine and no longer get a shock - could this have affected the smooth running of the engine?

I've found sucking air gaskets by spraying carb cleaner on the gasket areas while its running if it boggs down you found the leak. Be very careful around the paint! carb cleaner will strip some paint!
