Volvo Penta 3.0GS EST Problem?

I have a 1994 Volvo Penta 3.0GS. I have tryed to set timing to 1 DEG BTDC with a Jumper when I removed the jumper led and recheck timing idling it is still at 1 DEG BTDC when RPM is increased timing does not change until revs get to about 1500 RPM and then jumps up like it is stuck in base mode? Engine starts fine, slow onto the plane top end RPM is only 3900 RPM. New Spark plugs, Fuel, Fuel filter, Coil, Checked water trap and carb filter. Are there any checks I can do to EST? I have read to check that 12 volts are coming from the two coil wires feeding EST. What does the Distributor pick up coil do could this be the problem?

I will check that. Somthing I did not metion there is power up to about 3/4 throttle and then no engine change as you push the last 1/4 throttle down. Can hear carb note change but no acceleration. When accerating on to the plane under load full throttle seems to pick up a bit if you back of the throttle is this part of the timing or another problem?

Could be timing, but you should be able to see what the advance is doing at different rpms.
What is the full model number (or even the serial number) of your engine? and what did you set the timing at?

Found these on a bit of paper. Tag on engine has paint on it and its hard to read.
Model Number 2868035
SN 4112001634

Reset timing again today to 0 ATDC engine has this on a tag on tappet cover.
Removed jumper with engine runing and no engine note change and timing still at 0 ATDC rev up to about 1200 RPM before any change just sits at 0 and then jumps up does ths sound right to you?

When I look down on end of MAIN SHAFT ASSY main rotor lines up with one of the four magnetic pick-up teeth where should main rotor point?

What is moving, A or B. If B, it doesn't matter, it does move around but means nothing.

Yes iner part of B with pick-up teeth is turning on shaft should turn with shaft to trigger EST. Looks like when you buy this part it is part of shaft.
Pulled distributor out as was hard to turn need a clean up. How would I find where it point in relaction to gear? looking at part drawing rotor is point at center of pick-up teeth?

I have been using boat as it runs well just a little slow out of the water and not getting full RMP around 3900. Have done timing, filters, plugs, and compression test. Yes ETS is advancing. Prop has not been changed.

Would a carb kit be worth fitting? Could something be wrong with the Metering system in carb? As boat did sit around for about 4 years on trailer. When cruising at WOT I can pull throttle back slowly (just undert ? throttle movement) and have no power decrease while doing so.

Also I have checked REV counter against a handheld unit
