Looking at an '03 boat that was not winterize. The boat has a "closed cooling" system though and was stored in a heated garage. Will get marine mechanic to inspect but what's the thought on this? The block should be okay, as it is closed cooling. What about the outdrive? It doesn't use water does it?

A closed cooling system should have antifreeze in it - same as your car. This should not be a problem.
As long as the outdrive is down, the water would have drained out.

If the garage stayed above 32, it'll be fine but there is still raw water in the manifolds and raw water pump.

The outdrive will hold some water. If the boat has been exposed to sub-freezing temperatures, it and the engine will likely sustain damage. Get them checked!
