89 evinrude quits in the water

engine starts with choke in with the idler handle up ! out of the water with the muffs on it rund great idels and but if you put it in the water it will not idel you have to push the choke every time you start it and lift the idler handle even when its worm .it runs great at a high speed but not low speed it has new plugs in it new gas ! any help would be appreasated

When run on muffs, there's no back pressure...so the motor does not have to work as hard as compared to in water.

My guess is you have a gummed up carb...what motor do you have?

Check plugs and gap as well.
