I took boat out on lake and motor starts good and runs good, but could only get the tiller throttle handle to turn to about 1/3 throttle, so boat does around 6mph instead of 19mph. I took shroud off and all linkage from throttle seem free from obstruction. What would cause this, is it lower end related?

sounds like the neutral safety is not moving out of the way, blocking the timing plate. it is a flat bar, just above the shift handle, that runs up to the timing plate.

Thx, but spark plug wires are fine and neutral safety is moving out of the way as well. everything that is visible appears to be moving freely which makes me wonder what it could be?

So, did you find the problem? I am seeing the same issue on 1968 18 Fastwin. Fresh rebuilt carb and idles great. If I manually push it around the flywheel it will go into full throttle.

My guess is that the throttle gears have jumped mesh either at the tiller handle connection or the armature tower where it nineties.
Good luck,
