1994 mariner 115 will not throttle down

Engine runniing great then I throttled down for no wake zone but would not go down to idle speed. All cables intact and quicksilver throttle is ok. When i bought boat (1st and only)was told by friends to have oil pump disengaged and add oil to gas tank, they told of having to rebuild engines because pump quit or oil stopped flowing and motor siezed. Now I have been told a shaft from pump may have dried and frozen causing carb butterflies to freeze halfway open prohibiting throttling down. Is this a possibility? I am a novice and disabled with very limited income, I shutter when i here 75 to 100 dollars an hour labor. Anyone have any answers.

First, there is no shaft from the pump to the carbs. In most cases when the oil pump is disconnected the pump is remove then the pump shaft pulled out and the pump reinstalled. When you run premixed oil the throttle shafts are lubed the same as when the pump supplied the oil but in either case the shafts can stick in a corrosive environment, I would take some penetrating oil and squirt the shafts and try to loosen them up before doing anything else. Let us know if it takes more.

Make sure your throttle stop has not worked loose and preventing the carbs to close.
