50 hp Boggs down in the water

i have a 50 hp merc (no fuel pump) on the muffs it runs fine revs like it should in neutral or in gear .. get it in the water in neutral still revs like it should but in gear all i get is a good bogg at the most and cant even get close to planening out. but out of the water does fine in gear. any ideas ? ran fine last year and first time out in it today

edit: just got in from doing a compression check and all 4 are almost exactly 128

sounds like the carb got some yunky in it to me.

well was a stuck needle valve.. the lower carb wasnt getting any fuel. during the process the starter slipped and knocked a green wire out that was going up to the fly wheel into a white (grommet/plug) from the rectifier? any idea how that can be repaired? does the flywheel have to come off? and any idea what the wire is? thanks again
