Blowen head gasket? bad impeller?

I just got a 1989 mariner 60hp outboard the oil injection has been removed. First off it starts and runs well... at idle there dosn't seem to be much water running through the pee hole but at higher rpms it shoots out very well... with that being said at low rpms you can see what looks like exhaust coming out of the pee hole with water dripping out... is this normal? with what very little i know about outboards it all most seems to me like the head gasket is shot (exhaust out pee hole) and impeller bad ( not a steady stream at idle) this has all been noticed in water not on a flusher or ear muffs... any help would be great thanks!

exhaust out the tell tale or steam? check the impeller, may be time for a new one. mine spit a little now and then and steam would come out the tell tale, then i changed the impeller an housing and it was perfect. if you havent run it much you may get away with a 15 dollar impeller and gaskets, if you have run it a lot, you may need a whole pump, like 80 bucks, canadian

it looks like exhaust coming out or the tube that shoots water when the motor runs is to get a new impeller and replace it... at idle it does not shoot alot of water out maybe the impeller is not working correctly and what i am actuilly seeing is steam? the pitons rings and plugs dont show any signs of overheating. nor is there signs of water on any of the 3 plugs or cylineders when i had that apart when i put everything back togeather i will take a compression reading... should have done that first DUH!
