1996 115 Johnson , Water in Fuel?

Hi, I just bought a 96 sunbird 17ft bowrider witha 115 johnson on it. First time i put it in the water was yesterday, and it started great and got going and ran out great. Pulled a tube great too, then at the end of the day started it up and heading back and it didn't want to get on a plane, even in neutral seemed like something was bogging it, got it back took the aftermarket fuel water sep off and it had some water in it i noticed after dumping the contents into a bowl, will this bit of water do this or is there another culprit

If the water filter filled with water it will suck some through with the gas and will not run properly. If you can drain the tank that is the best way to get rid of the water. The filter will also keep draining it off, but can only catch so much before it needs to be emptied.
