The 1970 does not normally have a neutral safety switch. The 1972 control has a neutral safety switch incorporated in the shift switch, if you have one of those controls.
However, the 1970 does have a safety switch on the throttle (on the motor). One white wire comes from the ignition switch to one side of the solenoid. A second wire from the other side of the solenoid goes to the safety switch. Merely grounding that wire will make it work but defeats the safety switch and it's purpose, which as the name implies is safety. Without the safety switch it is easy to start the motor in forward gear and a wide-open throttle. Please don't do that while I am around--I've already been ran over by a boat once.
While on the subject, using the incorrect solenoid will instantly destroy the safety switch. So will using a remote starter button if you accidently clip it to the wrong solenoid terminal.
