Advice on repairing holes inside boat

I have several of these holes where some seat backs were mounted and other things that had been removed. How would I repair these? I can access the backs of some of them but some are also in the gunnels where I cannot get behind them.

If that's fiberglass, and it appears to be, sand them smooth, mix up thickened epoxy, fill 'em in, sand them smooth again. Paint as desired.
