I have a '57 7.5hp Johnson outboard motor that has been sitting in my parents garage for years and before that it was in my great grandfathers garage I dont think it has been up in running since early 80's maybe late 70's. I would like to get it up and running, what are the necessary things I should do before trying to start the motor?

ok i have finally got the motor up and running, but i still need to clean the carb. . Its prety smoky when it the speed conrtol is turned up to fast but it dies when I try to bring it down. Would a dirty carb be the reason why the motor dies when i bring down the the speed?

Probably. Also some motors really don't like to run in a barrel where they can suck up their own exhaust smoke.
