99' 110hp Mercury dies at idle runs terrible

This moter was not ran for a full season and not winterized that year. It seemed to start ok for the first time but would't stay running unless I choked it. Even with the throttle advanced in nuetral it would only run for a little bit then die. I tried to take it on the water and when I would open it up the rpms would stay low and boat would only run at about half speed. There was very little difference in idle between zero and half throttle. boat would usually stall if not at full throttle. It would stay running if I would push the key in to choke it.

I drained the gas and put new plugs in. Any suggestions?

carb and fuel pump rebuild would be a good place to start.
