LU oil capacity puzzle

Have had 3 outboards of different vintages (57, 71, 93) and can never seem to get the specified amount of fluid into the LU when performing an oil change.

For example, the spec for my 1971 Merc 800 is 21oz. Can only get 16oz in before it starts pouring out the vent hole. The other motors were the same, could never get the full amount of oil in.

Am I doing something wrong?

keep the leg straight up and down and pump in oil till it runs out the top and then a few more pumps make sure the air is out and that will do it .

NOT!!

According to the manufacturer, Pump oil into the lower fitting till it runs out the top. Then allow about an ounce to drain out before you install the lower plug.

The reason is to allow an air space for expansion, or else you will blow oil seals and/or take in water when it runs.
