1967 80 hp evinrude Bogging problems

My 80 hp evinrude will run great in the water, rev up in when its not in gear like it wants to scream but when i put er in gear it bogs way down and maybe acts like the throttle is 1/8 of a way. Wont even go up on a plane with one person. The linkage looks good, throttle cable works. Could this be a carb problem. Thanks for ur help!

carb is main trouble maker in this situation.try squeezing primer bulb while planning,mix gas and oil in spray bottle spray when running.theres still carb kits for that old boy out there.check spark and compression.

Looking at the front of the carb you'll see two drain plugs near the bottom, remove them and be prepared to catch the fuel that drains out, now down inside are your high speed orifice plugs, they are more than likely gummed up, remove and clean them, use a flat tiped screwdriver that just fits inside the threads, without damaging the threads stick your screwdriver down the hole and feel around for the slot in the orifice then screw it out.

Sorry i am a newbie, but in that picture is there a big drain plug that you take out then a little one thats deeper in there thats yellow thats shown in the picture?

Yes, the plug is shown on the left side in the photo.

Nope, I didint clean the high speed jets yet but i took it on the river yesterday and it works good with two ppl. But then i got four ppl on it and i had to be going down river full throttle just to get on plane. This 80hp should be way more powerful so im going to be getting the high speed jets out but i dont really know what to do from there? Like when i get the jets out do i just spray the holes with carb clean?

spray with cleaner make sure passages are free and clear with air gun hose.make sure they are not burred and are the same size.
