Need a bit of help with water lines on a 7.5

I have a 7.5 I just bought. When I run it there is little water leaving the exit.
I had a look at the pump and still looks new. When I put air into either end (copper tube or exit hose)most is lost in the shaft near the base of the motor, is this normal? Also when I blow on the exit tube with the motor togeher the air goes freely through the exaust. Any help would be greatly appericated..I really want to get this thing working for the weekend.

Anyone?? All I am asking is if between the water pump exit and water exit
should be air tight(Going through the water jacket in the engine)?
I checked the parts diagrams and there does not seem to be a thermostat.
It is a 1976-7.5hp motor.
