I have a 1999 Mariner 40 hp my power trim does not work at full throtter it works when you r trolling or when u r sitting still ,i have change the oil in the pump and still the same , would be my powertrim motor or pump .

You need to check that the solenoids are working at full throttle. If not then something is amiss with the trim wiring at the remote.
