It will pull it. I pulled a 20' Bayliner with a 4.3" Blazer...once. I can't say it felt very safe though and I would only use it for a very short trip.

I pulled a 20' Sea Ray Cuddy with a blazer for a couple years. I didn't like to tow very far with it since it is a fairly small suv and not very wide. You will "feel" everything the trailer does since the blazer is so narrow. You probably won't feel safe when you are towing with it so get a bigger truck if you can.
I know this is common sense but make sure the trailer has brakes and that they work as the Blazer may not be able to stop that much weight on its own.

Engine and tranny are fine. Does it have the trailering package? I remember mine ('97 4dr 4x4) having class III capacity. But its going to be about the brakes. the S-10 series blazers were notorious for having undersized brake components. I only towed jetskis with mine so can't really compare.

I tow the same basic boat with a 3.5 Honda E-tech in a minivan, so why not?

I pulled it up a big hill last night and back down the hill. It's steeper than any boat ramp I will see. My trailer has brakes on it and I stopped right in the middle of the big hill last night just fine. It seemed to pull up the hill just fine too. The only problem I had was it sitting too low when hooked up. I am thinking about turning my hitch up side down to give me a little rise instead of drop.

You want the trailer as level as possible. Rise will cause the trailer to sway when driving down the highway.

The Stingray is lightly constructed and the 4.3 has ample power. No comments from me on the vehicle itself since you did not ask.

If your running a hitch with a 2" drop then yes you'll want to turn it over. I have to turn over the hitch to haul any type of trailer on my blazer. It will level the trailer out more.

I pulled my stingray to Cumberland this past weekend with no issues at all. I got 14 mpg with it behind me. I must say at first I was worried about the big hill outside the dock where I put in, but it did just fine.
