100 HP Johnson 1971 Out Board

Today my son and I wrestled with our 1971 100 HP out board Johnson for a couple hours. The problem is we can not move/raise the motor into a tilt position. We cant move it at all. Does anyone know why I can not get the motor up using only a manual system. We do not have electric tilt/trim. Any help or advice would be greatly appreciated. Thank You. Steve

did you pull the tilt pin out, some times the latch gets stuck. seems like the latch is under the front of the cowling, above the transom bolts.

Also it won't tilt if in reverse....
