1975 70hp Evinrude won't full throttle

Need some help on getting this thing to get moving. Seems like it will only get up about 1/2to 3/4 rpm. It has set for 8 yrs. It starts and runs good but after fiddling with the thumb screws for the throttle and choke at the motor nothing seems to really change. I installed a fuel filter(right direction) between the primer bulb and motor. It doesn't seem to be collapsing (primer bulb) I am not sure if theres a screen at the fuel pump or another filter anywhere. I could sure use some help on getting this thing to open up. I see that there is a low idle scew at the top of the carbs which I understand it turns 1 1/4 out from seat. Is the screw below that the top end adjusting screw? It has had a fuel pump installed last time it ran. Some times when on the lake it looked as if the clear fuel filter was runnin low but even after squeezing the bulb it did not change the rpms. Anyone with some info would be great.

your carbs have fixed jets -- the slow speed screw at the top of the carbs is a screw plug -- turn it in till it's tight and leave it. Same with the hi-speed jet at the bottom.

You are experiencing a classic symptom of clogged hi-speed jets. Evaporating gasoline leaves behind a varnish, and any motor that has sat idle for more than a few months needs the carbs rebuilt.

Don't worry, this happens to everyone sooner or later.

Your fuel filter might be restricting the fuel flow -- there's already a screen filter behind the thumbscrew on the front of the fuel pump.
