1989 Johnson 60hp SLOW Mode ( I think)

Hi,
I am new to the boating world but have worked on my own stuff like motorcycles.I Bought a 1989 Johnson 60 hp J60TLCEA Pontoon from a friend at work and have been having issues. I believe the motor is going into SLOW mode.

Back ground:
When I bought the boat my buddy said that the telltale stream seemed lighter then it had been in the past, before he put it away, and he recommended I replace the water pump.
I replaced the pump, and ran the engine on the hose, it ran fine with a stream of water. Note I also replaced plugs, tested the alarm horn and replaced all the fuel lines.
Now, with the pontoon boat up north on the lake, It runs great for a while and then, typically when running wide open, it will suddenly shuts down to about 2300 rpms. Shut it off and/or let it idle for a while and it comes back and runs for short time before loosing power and slowing down again.
On Sunday, I noticed that it had stopped streaming water out the telltale and assumed I had found the problem, even though the cylinders were not very hot to the touch.
I pulled the thermostat out and started the engine. A big stream of water mixed with exhaust gushed out the thermostat hole. The Water Pump is working. I assume that Exhaust gas should be mixed in with the water?
I blew as hard as I could on the telltale hose and discovered it was completely plugged at the engine. Took off the water jacket cover, on the side of the motor, and found that a little piece of rubber had perfectly lodged into the hole at the cover. I unplugged the hose, packed up my tools and went home. I am now trying to decide what to try next, after I put it back together..

I assume that the telltale being plugged only effected the ability to know that the water pump was working? Or is this little ?squirter? needed for water to circulate properly (wishful thinking)?

Also, while working on the boat in the water, I noticed the primer bulb is no longer staying as hard as it used too. How could I rephrase that?.... Anyway, you can hear a little air bleeding out of one of the fittings at the bulb, when you squeeze it hard. it?s a new bulb, when I go back up there I will replace the stamped clamp thing with a hose clamp and stop the air leak. Could the tiny leak when you really squeeze the bulb be the source of kicking into SLOW problem?

This friday, I will replace the clamps on the bulb, replace the thermostat (as long as I have it out), and test the compression on all three cylinders to make sure that they are even.
If after doing all of the above, it still acts up: what should I try next?

The boat is not near a good parts dealer. I am also thinking about bringing along a replacement head gasket, 1-coil and a CDI box, just in case.

To summarize my questions:
1. Having exhaust mixed in with the water as it circulates is normal?
2. Could the telltale being plugged be the cause of the SLOW issues?
3. Could a bulb that doesn?t get rock hard cause the problem?
4. What should I try next, after fixing the possible air leak?

Any help is greatly appreciated. I have a boatload of 5 and 6 year old kids I am hoping to take for a ride and swimming for my daughter?s b-day this weekend.

It may not be slow mode. It might be a fuel supply problem. When the engine bogs down to 2300 rpm, have a helper squeeze and continue to squeeze the primer bulb. When he does that, is there a substantial increase in rpms with the engine running well at high rpms for a while? If so, its not a slow mode problem, but it is a fuel supply problem. Let us know what you find out.

My dad squeezed the bulb while it was acting up and no change. Also, pushing the electric primer has no positive impact, the engine slows more then comes back to about 2300 wide open.
Another thing to call-out is that when it acts up I can put it in Neutral and rev the motor past 2300, though it doesn?t sound good.
The problem seems to get worse the longer the engine runs. Runs good for about ten minutes then acts up. The time between the problem occurring and needing to shut it off or idle to recover, gets smaller and smaller.
