mercruiser 3.0 cooling problem

i have a 1984 mercruiser 3.0 (140). im having an overheating problem. it doesnt seem like the water is circulating. took off thermostat housing and thermostat is working. keeped thermostat housing started engine with ears on and no water came out off housing.

I`d change the impeller in the lower unit
