1977 - 70hp Fuel and water questions

I will try to keep this as short as possible... but its a bit complicated...

I have a 1977 , 70hp evinrude. The motor came on a boat that was given to me, and judging by the registration sticker, it hasn't been in the water for at least 10 years.

Two years ago, I pulled the plugs, wd-40'd the cylinders, and turned the engine over by hand and it rotated smoothly.

Hooked up the gas/battery and fired it up. It started and ran, but was pouring gas out of the lower carb... so I let it run until the fuel ran out, and put it away. It has sat since then.

Move forward to today... (RL concerns just now allowed me to get back to it).

Hooked the gas up, and started it up, and it started and runs fine, there is no fuel leaking anywhere that I can see... (weird)

  • I went ahead and replaced all the fuel lines on the engine (they were old and hard).
  • I installed an in-line fuel filter just to be safe.
  • I cleaned all the carbs with spray cleaner the best I could without disassembling anything.
  • I have done nothing else to the motor.
Waterpump: The water pump seems to be ok, (which is surprising to me). Water comes out the two holes on the back, (but there is no indicator stream on this model as far as I can tell). I let it run on the stand for a good 20 mins, and felt the engine and it wasnt hot.

(Sorry for the description just wanted as much detail as possible so you know the history).

That being said, these are my questions:

Fuel:
1. Should I be concerned about the fact it was dumping fuel 2 years ago, but isn't now?
1a. If yes, what do you recommend be done?

Water:
2. Should I have the water pump impeller replaced for good measure? (I am leary of it having sat for so long).
2a. What is the typical cost of having a water pump done?(Asking because I have a very tight budget for this boat).
2b. When running on the stand, out of the water, and a hose hooked up, is water supposed to come out around the shift shaft?? That seems odd to me.

General:
3. Is there anything you suggest I do to the engine before taking it out on the water? (any seals replace, carb work, lower unit, etc.)(again its just because its so old and sat so long)(I dont really want to get out there and blow up or break down) :)

That being said, I really do not want to dump a lot of money into this engine, its over 30 years old, and the boat was a freebie, and my budget for repairs is about 300 bucks total.

the carb float was probably stuck and became free in moving the motor around. i would definately replace the impeller. and change the lower unit oil. water is not suppose to come out around shift shaft, this could probably be taken care of with the impeller change. if you have someone do the work this impeller, lower oil and shift shaft will eat your $300 budget.

I did go ahead and change the lower unit oil... I will see about getting the waterpump and shift shaft seal done.

You mentioned what may have caused the fuel leaking previously, but not whether I should be concerned about it now?

Was there anything else you suggest I do before taking it out? (I've never had the boat in the water).
