I have a 1979 Mecrcury 140hp outboard and i wanna test it in the drive way for a quick sec , but not sure where to put the garden hose to get the water to the pump any help?

You'll need a set of flushing "muffs", which slide over the water intake ports on either side of the main section of the lower unit.

Here's an example of a very nice set, this site has the simpler single-sided flushers cheaper, too:

Note that when the motor's running you should apply enough water pressure to have a bit of water spilling from around the muffs. This ensures the suction side of the water pump is completely flooded.

Caution: When running the motor out of the water with no load on it, never rev it up above 1500 rpm. This could damage the crankshaft, rods, bearings, etc.

And NEVER start the motor out of the water, dry, for even a second. It's very hard on the rubber impeller and plastic pump, just a few seconds and the pump's toast, followed by your motor once you run it in the water after frying the pump!!!
