Johnson 40 RDS 23 Won't Start Help

I've replaced the sparkplugs and ensured the correct gap. I had a mechanic friend rebuild the carborator with the kit I got from our Johnson parts dealer. Everything is hooked up. When we tried to start it the motor tried to start and almost did a couple of times. But it will not completely kick on and stay on. I have checked all connections and they seem ok. Any help would be appreciated - I want to go fishing:(

I went back out to the boat and attempted to test the spark. My tester is not that great but I was holding the spark plug wire and could feel spark going to the top cylinder but not the bottom. How hard is it to change the spark plug wires on this motor. I looked at the motor and it appears to be kind of scary. Any help appreciated.

Pull the flywheel and check/clean the points and the plug wires.
