Can't get full throttle after lower unit rebuild

I have a 1976 Mercury 700 outboad on a 24ft pontoon. I recenlty rebuilt the lower unit (replaced bearings,water pump etc. I took it out and can not get full throttle now. Is it possible that the shift rod splines are one off? If so, what is the best way to adjust this? Or is it possible to make this adjustment with the cables at the engine?

If it stays in gear, the shiftshaft position is fine. Did you install new gears? If so, is the gear ratio the same? Did you change props?

I did purchase a new prop but it is the same as the one I replaced. It is just that when I push the control to full throttle, the engine does not comply. It does stay in gear fine. I was thinking maybe the throttle cable. I disconnected it but did not change the adjustment.
