Starting a 1981 60hp Evinrude

I recently inherited a boat from my uncle that needs some TLC. My question is for the wiring of the engine. Evinrude model# E60ELC1A. The boat wiring is a rat's nest that I'll redo over time. However, for the outboard there appear to be three large copper wires going to the battery. One is all black (negative), one is black with red vinyl sleeves that look factory, the last is a little lighter than the first two and appears to be solid red. I've tried connecting them to a good battery, but thus far, it won't even attempt to turn over or anything.
Can someone help me verify the correct setup for this outboard please?

ummm dont know about wiring of that motor but pop the cover off and trace the wires.Basically you need ground, 12v for start circuit 12v for elect. This motor has a plug does it not ie for temp, start, etc? is solenoid gettin pwr? if it is does it trigger when key is turned? if not does trigger wire have power?

Thank You for the quick reply! It has remote controls, no tach, no speedometer, no oil, etc. It has electric choke and start. I'll probably put a multimeter on the controls and wiring tonight and see what checks out and if power is getting to the switch. As far as I know the boat ran fine when it was stored (about 2 years ago).
Fuses--I found one 20amp short fuse in the motor--are there more I should verify?
