you need to drill them out, re-tap the hole and fit new stainless steel bolts ....

This would be the correct way to do it. You may want to see if a machine shop will do it for you, new lower units are $$$

As long as you have removed the water pump base (it holds the upper drive shaft bearing and shaft seals) you would have better luck by heating the area. If some of the bolt is sticking out enough to get vice grips on you can rock the bolts back and fourth after heating and cooling it. Probably no bolt showing though.

I would:
(1) bang the crap out of the bolt top using a punch
(2) heat it up, then cool it with water
(3) bang the crap out of the bolt top using a punch
(4) heat it up, then cool it with water
(5) repeat several more times
(6) soak with penitrating oil
(7) drill out the bolt with the correct size bit to EZ out, drill SLOW, I have smoked too many bits, use a left handed drill bit if you can
(8) cross your fingers and hope the EZ out gets it, I've broken them and it sucks
(9) it non of the above works you can drill the bolt with a bit almost the same size and try to collapse the threads which is tough and messy then retap the threads

Re: Broken bolts in lower unit 98 dt140

on the contrary there is about 1/2 inch of each bolt
I auctully have to replace the drive shaft support because the 11 years of salt water use has finally got to it so there is a big chunck missing on the sealing surface

but i am auctually going to take it into a machine shop and get it to cause they got a guy there who i have had an accuaintance with and is prob the best guy in georgia

If your machine shop guy is anything more than a rookie he should have no problem getting the bolts out expecally if there is 1/2" of each showing. He will probably weld a nut to the bolt and take it right out. Thats not to say he will have them out in 5 minutes or less, he should be able to get it done.
