82 evinrude 50 running problems

hi, i have an 82 evinrude 50 that i am having some problems with. My step dad gave me the boat with this on it. I got it running after sitting for years. I took it out on the lake and it would only run at about 7.5mph. I had a friend rebuild the carbs for me and took it out again with the same speed. I dont know what to do. I just ran it today and pulled the top spark plug wire off and it wanted to stall. I put it back on and did the bottom and nothing happened. Does this mean that the bottom cylinder is bad or could it be something else? This is all i tried so far. Please any help would be great. thanks

Problem appears to be bottom hole only. Could be coil, spark plug wire grounding, etc. Run at night and look for arcing first, then start checking other things.
