1992 2-stroke 20 hp evinrude - dropping lower unit to access water pump & impeller

I can't drop the lower unit. I've removed pretty much everything to drop it but if won't come off. On the prop side, its detached (I can see through a small gap between the lower & upper unit). The throttle side seems to be either attached to something or stuck (no gap). The motor hasn't been run for 2 or more years. Is the unit frozen on or is there something else I need to do (or undo) to remove it?

Motor fires up but only for about 10 or less seconds. Outboard was on an inflatable, prop is kinda busted up, hit reef a few times, water pump probably sucked up some sand & seaweed. I think the water pump isn't working. No water comes out of the cooling system outlet line when the engine is on, then it dies out. Need to fix water pump & replace impeller while I'm in there.

Thanks for your help...

You need to remove your water intake screens, once removed you will find the shift rod connection there.Using two wrenches unscrew it take care not to lose the plastic keeper.

slide nut up, and you have to remove the split retainer on the top shift rod. it is like a compression fitting.
