Johnson 115 97 will not run over 2500 load

Hello guys! Great site! a lot of information, but i can't figure the problem.

The engine is a Johnson 115 1997, Oceanrunner with the ois 2000 ignition.

The engine runs perfect in neutral, but loaded i only get app. 2500rpm.
Compression is ok, timing is ok.
The fuel level in the carbs are stabil.
I have changed powerpack,igintion eye, valtage regulator,stator, sparkplug,VRO pump, fuel line, and cleaned the fuel tank.

Both the temprature sensores is disconnected, the with/black wire (Quickstart) is grounded.

Both the sensor was broken.

I don't think this is a fuel problem,more likley ignition problem.

I have used Mastertec troubleshooting manual, run all the test, and all the readings seems to be ok

The cylinder on the siste rund colder then the site.

All sparkplugs have the same colour, black!
No trace after water in the cylinder.

Can someone explain the Quickstart?
There is no different in the timing if i revmove the with/black wire from the ground or connect it again.(also under 1100rpm)

There are some stuff i don't understand:

1. There is two "rails" one each site of the engine, the rails in front are the main fuel supply, but what are the other rails?

2. There is a wire(white/black with white) with a coupling under the carbs, aside coupling main supply for tilt.
What is this?

Ole, Have you checked for spark on all four cylinders with a timing light? If not it is a simple test to make shre the ign system is working. It appears that you have been working the possible SLOW issues.

1) second rail on side of motor is balance tube.

2)white and black/white wires are for PTT trim gauge.
