I have a '76 85hp Rude, and the water comes out of the two holes. You either have to be in the lake or have muffs on. If you don't have water coming out, change the impeller. Needs to be done every two years. How long has it been since it has been changed? If not sure, change it, it's not hard (if I can do it anyone can)

The impeller is in the waterpump that is bolted to the top of the lower unit. I would advise you to get an OEM shop manual for your year and model. Some people wing it without it, their decision. There are also some video's on You Tube that show what it take to change and impeller but it may not be your exact model so some steps could be different or not required at all...

You can get your impeller kit right here at Iboats....

Good luck....
