Idles but won't rev up

Hi all, I just bought a 1995 Campion with a Volvo Penta 3.0L GS. It idles good but as soon as I give it some gas it sputters and dies, I already checked the manifold for cracks but it's fine. Any other suggestions. Thanks.

accelerator pump bad or choke closed.

The boat did rev up when I got it, but that was out of water. It doesn't rev up in water, now I can't start it at all. Could it be a cracked block or head or even a sleeve? Is this common for this type of engine?
