Johnson 1987 60HP - Carbs

I have a 1987 60 HP Johnson, When I run the motor with a flush on a hose the engine runs fine. When I put it in the water it will not idle. When I put it in gear and hit the choke button at the same time I can get it to go. If I get it in gear and it does not stall it runs fine throught the upper end. I have had the carbs off and have cleaned them and put rebuild kits in them. I have also cleaned out the fuel tank. The idle adjustment is scrwed all the why in till there is no more adjustment. I don't know if I need to sync the carbs or how to do this. I have had the timing checked and that was alright. Compression is 115, 115 110. New spark plugs, water pump, impeller and fuel filter.Any help would be apprciated. Thanks

did you remove the jets and clean them when you rebuilt the carbs. also did you blow out the pick up tubes.

the motor will idle on muffs, as there is not any back pressure, set your idle on muffs at 1,000 rpms. then it will run in the water, you can then fine tune the idle in the water with the motor in gear. you have to do this, because this is where you want the motor to run, there is now backpressure on the exhaust.
