High altitude operation

i have a 65 evinrude 80 hp just bought it and am running it at 7000 ft elevation,,,,it runs pretty good but fouls plugs,,,i have been told different things,,,one said re prop it and i am familiar with the wot and going lower on the pitch to bring up the rpms,,,and another person told me to re jet it,,,,any advise,,,,also it has two adjustment screws on the front of the carbs,,,are these the low speed mixture adjustment and the high speed mixture adjustments and will it help to adjust those,,,,thanks tom

I can't picture that carb, but if it has high and low speed adjustments, you should be able to adjust for your needs.
