Confused on shaft length ????

I have a 1979 70 HP merc

The distance from the transom to the cavitation plate is (carefully measured) is 17"

The length of the lower housing measured from where it bolts to the motor head to where it bolts to the lower unit is exactly 20"

Is this a short shaft or longshaft engine ????

15" from clamp to AV plate is shortshaft. 20" is Long Shaft. 25 is extra longshaft. 30" is XX longshaft
