There's an adjustment, and if someone messed w/it, it could be the cause. There is, at the shift handle, 2 bolts that let you adjust the stroke of the shift handle in relation to the shift 'shaft' that goes into the leg of the motor to connect to the shift rod (and down to gearcase). You can bias that adjustment so it 'strokes' into forward sooner, and completely. You can check where you're at by spinning the prop and slowly checking where it falls into either gear when you move the handle slowly toward each gear. You'll want it to go into forward quicker than it goes into reverse. When you test it, reverse might jump because of adjustment, but if it jumps in forward..Bad clutch dog 'ears' and possibly forward gear 'landings' for the ears.
