Tohatsu 25 horse, 2 stroke, seized?

Was running the intercoastal yesterday and my motor quit. Tried to start it(electric start) but just clicked. Tried to pull start it but wouldn't budge. Got home. Pulled plugs, cylinders don't look bad inside. Pulled drain screw for lower unit- screw had some metal on it, water poured out and a greyish crud. Does it sound like the lower unit toast? If the lower unit is trashed, would it stop the motor from turning or am I looking at more damage in the motor? Thanks...

If the driveshaft is seized in the lower unit then the starter and or your pulling abilty would have to free it before the flywheel will turn. I would drop the lower unit (which is more than likely bad) then I bet it will turnover.

I would be willing to bet the lower unit bearings are locked up. They are not too difficult to rebuild if you are mechanicly inclined. I am in the process (when time permits) of rebuilding a lower unit for a 30hp right now. It seems that it is common for the upper seal to take a crap on them and allow water in and oil out. What year is it?

Thanks for the replies. The motor is a 1985 model.
